The United Populated Planets (U.P.P.) is the first official governing body to deal with aliens and was formed by humans as a reaction to the sudden massive influx of Rigelian war refugees into the Sol System. It was formed when the Rigelians made a deal with the inhabitants of Earth for leasing rights for several planets in the solar system. In turn for these leasing rights, the aliens joined forces with Earth, leading to advances in science and technology .

In the Space Cases Bible, the U.P.P. was originally called the I.N.S., or Intergalactic Neighborhood Society. This may have changed as there is an American I.N.S., the Immigration and Naturalization Service.
